Complete: Vallus didn't deserve the painful death Emer had planned, so I freed him. Emer could've let him go, but instead she chose to die trying to stop us. Ultimately, Rytlock Brimstone backed my decision. As far as Tribune Brimstone and the Black Citadel are concerned, the matter is closed.
